You need to create the ad directly in Facebook Ads Manager. Create a campaign for traffic purposes and place your profile link to receive visits.

The ads will appear in the story of people targeted by the interests you inform for the campaign.

You can use 'Swipe up to follow' videos or something like that to increase the chances of visits becoming followers.

You can also find some pages in your niche, set up notifications when they post, follow commenters and likers. I usually follow those with either a picture or have a story. I do this until I hit around 1k-2k.
