Why is it possible that a website with these anchors is ranking in top of Google in a really competitive niche? These anchors are totally not related to the niche the website is in.

The website's DR is 58 and has some strong backlinks. So Google doesn't penalize him for having authority?

58 is quite a lot of domain authority, mate. You need to keep in mind that the Domain Authority score ranges from 0 to 100, and is a logarithmic scale (non linear scale for large ranges in quantities). Thus, it’s easier to grow your score from 20 to 30 than it would be to grow from 70 to 80. As your DA grows it will be harder to acquire more points.

Maybe in future.
Maybe never.
But recently nothing surprise me, in my niche there are PURE SPAM sites that rank in 1st page since YEARS.
They've NEVER lost a single positions during these years, they've passed hundreds of updates without loosing a single spot.
My sites, 1 (ONE) not good link and here we go TANKED.
Google is shit recently.

Negative SEO But Google sometimes dont give a f**k. But if its just a regular site, it will drop after some time.

Haha that would be my next question! If someone else is sending those spammy links. The new SEO method screw your competitors backlinks up

Aged domain, pbns, are always the main source for these kind of rankings

How many PBNs would this website have?
 
It's almost a badge of honor to get those viagra, cialis, porn anchors showing up in search console. That means your success made someone go through the effort of sending you shitty links.

if it's totally unrelated to the niche then the guys at Google would be smart enough to know that they were purely generated as a result of negative SEO, otherwise no marketer in his right sense will send such links to their site.
 
LOL, I do see some of my sites are getting a shit ton of negative SEO spam. I did actually got hit on the may 5th update but don't know if it's the spammy links or the update, but yeah that's a negative SEO spam. ( NO manual Penalty.)

Just like others have pointed out, the guy's authority is what is helping his ass from a Google penalty.

Such anchors are usually from weak domains (think profile links). To have any serious effects, the person negative seoing the site would need to crank a few hundred of these every month to take such a site under.

And btw, negative seo almost always fails. I'm yet to see sites of such authority (even dr30's) get penalised. If you want to bring your competition down that bad, then you'll need to invest a good chunck of your time and money. Spending $30 on fiverr links will only leave you $30 less and more frustrated.
 
Also, besides what other users pointed out, this negative SEO attack is so obvious and dumb, that Google might as well completely ignore those links.
 
Google SERP is fked up and blackhat method is working right now.
