i used ml, azure, aws vps in the past had some problems with ml using vps for now. would like to try linken sphere or kameleo. thats why iam asking what is he using to farm adwords

The "secret" is basically the VCC being used. There is also a Marketplace seller on-site who's selling an e-book with all the necessary resources, but my suggestion is to look for an own provider (who isn't abused).
It's all about the safety precautions you take: Payment method, what you're advertising and how you're accessing your Google AdWords account. If you got a safe method for "How you're accessing the account e.g. through a VPS, own browser session, etc.) and you're advertising a new website each and everytime, your problem is the payment method.

Don't follow those public Payoneer (or other) guides as they've all been exploited and non-working cards.

How can i access through a VPS?

I am currently using a VPN and I think thats why i keep getting my accounts suspended even though I have a solid CC.

Would using a dedicated IP help?

A VPS is a virtual private server, basically you got remote access to a virtual desktop (preferably running Windows). There are couple of vendors on-site selling RDPs or VPS (but a quick google search result will get you lots of information regarding the purchase and usage of such VPS).
It's preferred amongst the Google AdWords community to use VPS as you don't have to worry about any browser session, IPs, etc. due to you accessing each and every new AdWords account with a individual "Desktop" connection. The setup (depending on what safety precautions you take) will take you from a few seconds to couple of minutes and there you go: You got a, as far as how you're accessing your Google AdWords account, literally hardly traceable setup.

Now there are two hard parts to figure out: Where to get the actual payment method, a VCC, from and how you spend the money.. Regarding these two problems, there are lots of philosophies and high-paid private VCC providers ;)
 
do you use VCC generated via bin? if not how much do u pay for them?
VCC is not responsible alone , u need to check your google account provider, dummy campaign, and also the method how u work inside the ad manager, IP I prefer residential but sometimes some of my accounts work also with amazon IP.
from my experience if the dummy campaign get approved and start spending u should carefully add ur real campaign and monitor it, if the dummy campaign stop spending re-edit it, the same goes for the real one.
