from the same site:

Anyone can register a .ru domain, however, if the registrant or admin contact is an organization/company located in Russia, they have to submit their taxpayer's identification number (10-digit number), company registration number (9-digit number), and registrant name.

Additionally, anyone who registers a .ru domain must include their birthdate (YYYY-MM-DD), and the passport number, date, and location.
