Sometimes it's hard to write long descriptions of products, as long as they are not duplicates there shouldn't be a problem. I am guessing this is ecommerce site?

That's a deals website where user are creating articles
I can't really check if there are duplicates
I put rule that they have to put atleast 75 words but many times they are just copy / paste Amazon description
Is it fine to keep them indexed?
Also this are without focus keyword so it's useless to keep indexed?

If you are sending traffic to Amazon through an aff link, and they see you have copy/ paste descriptions, they will ban you.
Not common I don't think, if you have been accepted to the program, but if you haven't, they well find out.
Also, if someone tells them you are going against TOS, they will ban you.
But if you are not using aff links, it shouldn't be a problem. You're probably never going to out rank Amazon with a product on their site anyway, unless you have a niche specific site around that product.

If it is copy/paste of their product descriptions, yes. That is not user generated, it is user copied.
You need to mod your content, unfortunately
