You can copy keywords and meta description, this is perfectly fine, as long as you do not copy the main content.

In general google will rank higher the site it trusts the more and/or the site with the best SEO metrics (here I mean SEO metrics as known only to google, and guessed by SEO practitioners, but not known to them. )
