The developers need to start some sort of content moderation. There are many cases of animal abuse and weird things happening in TikTok.
Actually, the management gave strict orders to moderate any content related to China, Hong Kong & Tibet. But they are not taking any action against reports of animal abuse, harassment etc. This phase may quickly pass as something similar happened in the past, but I don't think the app will survive in the long run.
Not just rating, many people are actively reporting it for offensive content. I've seen some people report it for pro-terrorism content. Google may ignore ratings, but they take these things seriously as it effects their reputation.

I'm from India & if no one knows why the rating is getting down then let me explain. In India tiktok is like internet cancer people posting vulgar, anti national, animal & women abuse kind of videos to get views little faster. If you ever visit tiktok india the cringe stuff is overloaded. Few months ago it got banned in India but tiktok company raise this issue to supreme court & again lifted the ban. Now people are furious, youtubers are trolling tiktok creators & people rating one star. Most of the people just hate tiktokers in India including me

There is no terms in policy that app will gonna be deleted for low rating. There is only one thing if app is not functional, or working bad, crashes a lot. It may be deleted. As google play console follows all crash history.
Any developer can say that google play rating is nothing, if app have normal middle rating from 2 to 3 it is fine becosule developers won't buy review. It is funny to see apps with one million downloads and 40k reviews 4.7.

Btw, these ratings are not going to stick. Google will remove all these ratings and it will be back to what it was before. Same thing happened with Snapchat. Google reversed their 1 star ratings as well as these are not legit.
