89% Retention Views

I've done the 1 hour trick someone on here suggested to get my channels(3 channels) monetized and it worked. The retention on those bought views was about 89%.

How come high retention views for a one hour video is possible but not for anything shorter?

Who said it's not possible? Just because not every panel offer it doesn't mean it doesn't exist. The method I use for views gets me 70-95% retention on 1-15 minutes videos..
