It's all a little twist here and there. You gotta play with adwords. I can do it, been doing BH for almost 8 years now. But not offering you some help or any service, just saying it's doable. And tbh, apart from pharmaceutical/porn keywords, nothing is impossible on adwords, just the right trick up your sleeve would do the magic

I can tell you know nothing about Google Ads. So move a long, new guy. Keep the BS rolling to get that post count up.
Does the white page have a role in approval ? For example I create a dummy ad about best hotels and then after approval I create new ad group in that campaign with casino keywords , but white page I don't change , same best hotels page , I add 1 hotel related and rest casino relayed keywords . Am I donug right , or my white page should be somewhat related to casino thing/?

Did your ads approved with bh keyword yet ?
Its different country by country . Sometimes it did BT most of the times I got ad disapproved . Even for brand keyword

Hm, its a tough subject. I'm trying this same, wh page, gambling keywords among others but sooner or later ban. However ban is always when i turn on cloaking
In My experience is the combination of KW / LP Content that will get you disapproved, not the ads itself.

I wonder if cloudflare helps in terms of running black campaings in Adwords? Any experience ?

Using cloaking is the only solution which will allow at least launch an offer.
I have been running Gambling Ads for years.
Id imagine you want to run as an aggregator ( Affiliate ) not as Operator.
Each country is regulated differently from Google Policy point of view, and google would not allow you to run ads in some countries ( despite online gambling being legal in these countries ).
If you want to advertise As an operator you need to submit your licence to google
As an affiliate, in most countries, you do not need a licence but still must comply with google rules and cannot send your ads to an operaotr page, but must build a list of operators with their offers. all operators you list MUST have a legal licence to operate in that specific country
In some countries google would allow operators only to advertise
If you want to advertise in countries where google do not allow online gambling ads, then you have to use alternative techniques: cloaking, VPS and old aged accounts. a little more complicated, but possible
