Can any one recommend a virtual windows desktop service in the cloud where I can pay a low fee per month, or fee per hour, to rent a windows virtual machine.

I need it to have fixed, fresh, stable, dedicated residential ip that does not change, for only my use.
Need for USA, UK, and France.

Want to avoid Microsoft and Amazon Servers

These will be used to manage stealth accounts.
