Depends alot on the numbers you seek, if demographics are important, if yes then what demographics do you seek, and do you really need cheap or good quality, and what all you count in for an account to be considered as good quality

It's much harder to gain followera and automate now. So supply is lower while demand is the same or higher. It's all priced in.

DM pages like other suggested but it will take a long time for bigger pages... also many have fake followers, so makes it hard to find.
