Normally i would say HAF but use this and DIY https://appsumo.com/seo-spyglass/

1. Use Ahrefs tool and get the whole list for backlinks to your site
2. Identify those that seem shady and very low quality from sites that don't offer any decent content (you have to go one by one checking the incoming link)
3. Disavow them with the GSC tool: https://www.google.com/webmasters/tools/disavow-links-main
Although, I doubt this is the cause of your de-rank. Try it for the sake of it and comment.

You can use GSC to disavow them.
