I want learn, How to create stealth ebay account? (USA account)
How to find details for create account? (Name, Address, Mobile Number, etc....)

You can use any random name like Sachindu Smith.
Address should be REAL - try to look at google map for a random address
Phone number must be real, and non-voip (yes, they do sometimes suspend accounts due to this)

Tethering with mobile data is your best IP solution. Just take note of the IPs you;re connecting with each accounts. Make sure you are not using the same IP of each account.
And yes, creating new windows user accounts is enough to separate your accounts.

For numbers if you can buy real sim numbers it will be best ..if you can't use voip paid numbers for any requests .

NO, please give yourself a favor, do not ever use Ipburger - i have a lot of accounts got suspended on this.
Also, if you plan to get the Vultr VPS, make sure you will not be using it's default IP - always use residential/mobile IPs - you can get these in our marketplace.
