Can i use PLR articles for tier 2 web 2.0 sites without spinning. I use these sites for index tier 1 web 2.0 sites. And i remove backlinks after indexing

You can use them, but Google will mark them as duplicates and reduce their authority. So, you won't get any of link juice, trust flow and traffic. So, they're a waste of time. It's better to use a free spinner or hire a VA to spin them using WordAI or something. It shouldn't cost much depending on the quantity and you'll get better value.

If your tier 1 is also spun content, then it doesn't matter. You can just post them and ignore, to save money, time & efforts.

There are many free spinners that you can easily find with a google search. But, sometimes they mess things up. You can get WordAI trial version for 3 days and spin everything. There is a tutorial on BHW about getting it without cc. You can get as many trials as you want with it.

I wouldnt do it. Grab some premium spinner and do it. No even with free spinner i wouldn't do as it's not enough for google crawlers. If you want to build backlinks without index go for free spins
