I found a buyer for my website and he said to send me all the money to my PayPal account before I transfer domain. The question is, is it possible after giving him my website to refund the money?

What do you mean? What payment method is for not refund?
 
If it's a bank transfer, no. To recover money from a bank transfer issue, he has to give a lot of calls, and the authorities will be involved, etc. ( and this will be a very big hassle, which will incriminate him more and more ).
If it's through crypto, no. Once the money are sent, everything is done.
Through PayPal, be sure that he will send you the money with the "Friends&Family" option. In this way, a refund is, 99% of the time, impossible.

I can't verify escrow because I have to go to bank and take paper to send them to verify my account and now is lockdown so it's impossible.

Yes, he can chargeback it through PayPal.

You can diminish the chances of that by doing the payment through F&F but I don't know how that'll go with $5k.

I recommend waiting until you can go to the bank and go with it through escrow, or ask him to do it via crypto.

He can't use bitcoin because he is from India and he said government ban people who buying or selling crypto..is that true or not?
 
If you have a company you can use paypal business program that will automatic froze all payments for 60 days to avoid chargebacks without being reviewed.
This is the most secure method for paypal payments.

As far as I know, it was banned in 2018 but it seems like the ban was lifted not long ago. (Source)

I'm not Indian so I can't give an exact answer to that. Maybe @TheVigilante or @VSYNC can help you with this information.

I believe the government now allows bitcoin for Indians it was like a month ago they announced this decision

Mark my words. Should you proceed with this, you're getting back in here in a couple of days/weeks/months asking for help because you have a negative balance on PayPal.
 
If you give me 20% i will set up escrow for you. 5k for India that's a big chank of money

Even Escrow.com can be risky sometimes, so do your due diligence and make sure the buyer is legit and reputable before proceeding with this.

If he's insisting on using PayPal, I urge you to be EXTREMELY CAREFUL, especially if you've already spent a lot of time perfecting your website.
