hello I want to ask if web 2.0 is good for webmasters? Because I have web 2.0 and it seems like I want to pair a webmaster

Are you using web2.0 to build links to moneysite or as legit blog?

yes im using my web 2.0 to build links to my moneysite, but I haven't paired my web 2.0 with Google Webmaster

Don't pair web2.0 blogs with Google Webmasters!

Make a legit looking blogs, add lot of content, relevant media, high authority links...after couple of weeks add more content and send couple of social signals or T2 links to web2.0 to help it index faster.
After a month or two, you can use web2.0 to send couple of links towards your moneysite.

how about paid domain? should i pair to Google Webmasters or not? And whats the effect if i pair my web 2.0 and paid domain with Google Webmasters?

You do want your moneysite paired with Google webmasters. But only moneysite!

However, you don't want any web2.0 and PBN sites that you use to send links paired with Google Webmasters because that's a footprint itself.
Google may figure out you are using web2.0 to send links and penalize your moneysite for good! That is blackhat link building method after all and Google don't like that friend.

That's the simplest way to explain it.

As I figured it out, you never want Google to find out that you link purposefully web 2.0 with your moneyssite. To avoid that : forget about everything related to Google when you take care of them (aka build links). Don't even use Google Chrome.
I know someone who doesn't even touch them without activating private mode first to avoir all footprints.

Many have different opinions about this. My advice is not to submit to Google Webmasters just in case. If you decide to, use different machines, different IP, mails etc.
