Is it okay to make backlinks for a site that does not have any post yet ? or added to the google search console ?
 
No posts as in unpublished or just no blog posts?

Many local business sites never have a single post but they acquire links. If the website isn't published, I wouldn't be building links.

No, it's not ok, not natural.
 
You have to add post so don't do it otherwise it's not looking natural.
 
To make it look natural, it's better to add posts to your website and create backlinks gradually.

I just wanted to have some back-links at the start that is why

IMO... First you have to write some content and index the site naturally without any backlinks.... After that, you have to build backlinks; is the perfect way to start link building...
 
First, you have to index your site by adding some content on your website. Then you have to bulid backlinks.
 
That actually depends on many factors, not only the no posts part
  • What's the website about?
  • How old is the website?
  • What type of links are you trying to get?
  • How many links?
