This happened to me once. I had to add my Bank/Card to my paypal and then it worked.

yes of course i attached the card to my account

Have you paid before for facebook via paypal?
If you have, go to the automatic payments on paypal, cancel facebook and then try it again.

Is your PP account new?
Does the information on your paypal match the one on your card?
Is it fully verified? The card you've linked and email address? If not, you have to verify it.
If that doesn't work try to contact the Paypal customer service. They may take some time to reply due to the covid situation, but they'll be able to help.

Yes, my account is just created.

I don't know exactly what requirements for subscription Facebook has for PP but yes, that's probably it. If you can, try another PP that is at least 30 days old and see if it works.

I tried this with only when my card is attached but after attaching my bank too it works well
