Is it choose a specific niche and work on it or
Choose a general niche
For example put on your site 5-6 categories like food, health, entertainment...
And each category has its articles...

If you want to make it as a money site then better to choose the specific niche instead of going for general... Initially target your audience with the specific niche and then expand the site with the relevant area.

Maybe the content he used is "Facts or Quotes". cuz those the only content that can be copied with no copyright.

He mixed copied content with original content in general type of articles.

Maybe they don't like your content.
There must be some specific reason for the policy violation.

we are selling adsense accounts so we know how to get it done, you can post at least 20 articles and submit in to webmaster tool. after incded them make some traffic to get approvel

Do you recommend submitting sitemap also in webmaster tools?

Yes. With less than 10 articles about 300 - 500 words. I use articles with my local language.

Only three articles - same articles on different pages, some pages without content. All these are against AdSense policy. My blog with over 20 unique articles with all of them indexed and generating organic traffic was rejected. All my pages have different articles.

It's hard to know what AdSense wants

Not sure but maybe that rejection was from boat. But 20+ posts and unique content doesnt matter in approval. I have also taken approval with 90% copied content. But yeah unique content matter if you want organic traffic.
Still i'm not getting why adsense approval is a big thing .
Just a clean and attractive theme will do 90% work for manual approval.
