Can I make a website like another one but in a different language? Cloning a specific website's script and idea and translate it into another language to target another audience?

If yes, how can I possibly achieve this?

Script as in javascript? Yea, you can use httrack to copy a website's html, js & css. However you cant copy their backend. You'll then have to translate all the text in the html.
If the website is very basic, this could work, but probably it'll be a lot more work. But this is a start.

I want to clone exactly how a specific website operates. Then translate it into another language.

Is this considered illegal tho? Keeping in mind that I will translate the whole thing
