Does linking to subdomain an OBL link?

No. By definition, it's not an outbound link. It's still a link, but it doesn't go to another website.
 
I would say yes, as Google treats subdomains as separate, however, it is pretty pointless if you are simply wanting to fill a quota of having an outbound link. Just link to something else of authority.

Please i want to know, Does linking from your main subdomain to subdomain serve as out bounce link(OBL) it terms of seo because I don't need too many external link on my site.

Example linking a post from https://www.blackhatworld.com >> to https://city.blackhatworld.com
Google considers subdomains as new sites (that's why tons of parasite subdomains lost their "juice"), so yea it's an outbound links, but don't worry as it's still your own domain.
