[Discuss] Backlink from Profile is Noindex- Follow. Is It work?

Hi guys,
while building backlinks from Social Profile. I have found something like:
<meta name="robots" content="noindex, nofollow">
Include:
---------1. Noindex and Nofollow
For this type: I think It will not have any effect. So We should not waste time on it
---------2. Noindex and Follow
That means Google will not index this page, however Google bot will still follow the links on the Page.
For example: medium.com - although not index by Google but It still appears in GSC.
So the question: for such Social Profile, Is it work for SEO? If it's really good, We should not ignore. Right?
----------3. Noindex and don't have Follow or Nofollow to know
Some websites just include Noindex without any Follow or Nofollow like Skillshare
so what should we do in this case?
The above is what I found during the link building.

If the page is not indexed, it’s useless.

Also, in an anchor tag, if nothing is mentioned that means the link is d0follow.

as you said above, If the page is not indexed however It still appears in GSC that means Google knows has a link from that page point to our moneysite without not indexed. Right? if we ignore them then maybe we can lose some quality backlinks from high-quality websites
