Anyone know how to create a APP on Google play store?

I want to create a internet browser app that has free 2G phone call service built in the browser as part of the user index tools , I think this new APP I can create will be a game changer for Google play store .

Wow I never knew it was that cheap. After 30 minutes of trying to find sonesom from Google I found a guy in San Diego CA that will code a App for $150 , good news is today I got paid so I'm going to pay the guy and see if he can code the entire app in 2 months so I can patent it.

Wow I didn't know that in 2 weeks a application can be built. I always thought it takes a month and a half because the verification of the app throughout Google play store . My manager at the place I work at invented a HTML software and it took him 3 months but I guess Android apps are different?.

Do you know if Google will allow my app to be free. I'm not in it for the money and want to make this app for the people who just want to browse on the internet without paying a service provider. I'm already happy with my paycheck I get from my current job I'm just doing this in hopes that it gives people free internet . I really hope Google doesn't try forcing me to make people pay for this app.

mate, I just said about development time, being live your app in playstore depends on developer account. and without paying service provider it is not possible.

Sorry mate, you cant just build an app to give free internet for everyone. One has to pay a service provider to get internet connection with which they can access your app.
