Spam links on my website & got penalized

Hi, me again. It's been some months and my website stills penalized for pure spam. I dont understand how Google cannot recognize these links has been done by a competitor, still, they reject our appeal.
We did many things, COMPLETE overhaul of the design, remove pages that seemed spam, removed duplicate content, disavowed spam links... but nothing worked yet.

What do you guys recommend me? Shall I purchase ahrefs & try to remove all spam links (most likely wont be able to). Purchase another domain & start from zero? Let me know. Thanks.

Try to remove spam links as you have nothing to lose at this point. I don't think the duplicate content will have helped your appeal though makes it look like you spammed your site as an attempt to push your site up.

Pure spam penalties are for the website itself and not because of links.

- Get unique content
- Multiple quality posts.
- Remove all the stuff that google doesnt want to see on your site.
- Add contact, privacy, terms and about page.

Just found out 4 websites using my content, they clearly took my content along other websites, putted it all together and throwed it on a .html document. I've sent the DMCA request for they're proper removal.

When you re-apply for the reconsideration, make sure you tell them that people are copying your content and you have taken measures and has asked for dmca removal. Do post all the links of the DMCA or the removal request in the reconsideration request.

It will help you out.

Those sites doesn't have any contact option on their site / whois as the sites were made to just copy content and throw them on a .html
My only option is DMCA or contact their registrar.

I don't know why many out here giving advice on links when he clearly stated that he got the PURE SPAM manual penalty. It's about the site itself not the links.

Thanks for the info. From yesterday to today I managed to find 200 websites using my content. Google thought I was copying a sentence and banned me about it. I sent like 30 dmca requests, many emails and I sent many URLS to cache removal. Hopefully I can get this sorted out.
