IMO home page links should have 33% - 50% of backlinks.
You can divide the remaining links to other pages based on your keyword difficulty and SERP positions.

Well, they design the algorithms to find people who are doing blackhat SEO.

Backlinks are one way you can measure how valuable a piece of content is. Typically the more backlinks a page gets signifies to google that it is important, therefore it gets more rankings.

So if you have an obvious pattern to the way these backlinks are built, then you can expect to get knocked on the next Google update.

Natural link building is sporadic and has no obvious pattern.
