You can further adjust the gamma and saturation to match the color tone in your OP image.
 
Thanks but there is a difference between this and the origional one I posted. In the origional LA city there is a sunset.

Simply add a Radial Gradient overlay over the image and move it to the top left or right corner and you have your sunset.


 
Thanks. I think I should change the blending to something darker and then use gradient to add sunset.

I've tried recreating it and boy.. it is really difficult. I'm not inexperienced with photoshop but I'm still not gonna share it here because it is a disaster. Just a small advice, try something easier. I can recommend RafyA videos on youtube. They are the best if you are just starting out.
 
I have no interest in this image whatsoever except to take a legal city image and turn it into similar effects (sunset at the back and some kind of shadow at the front) for practice purposes.

Well you could use my method for finding unwatermarked versions of premium images: Google Image Search.

I have been on the case with Photoshop for 2 years and probably at intermediate level. This is the suff one has to do to go onto become an advanced graphic person.
