I Wondering what if you post original article on your website and after a few minutes someone copy your content and paste it to his own website and index it before you?

It can happen

Google will take the site as a original which it is first crawled.

If you have some prove like social media shares before those index then you can,
Contact webmaster and request your content was stolen.
Or
Contact them directly after finding through who is lookup
Deal with the lawyer to handle the copyright issues


It is better to find the best ways to avoid these before

So Google is not smart enough to check which article posted first on blog to index it? I think there must be time that shows to Google which article is posted first.

I don't think it's that they're not smart enough....they simply don't have the data.
The post date is obviously very easily faked.
As far as I know, there's not much else they do because they have to crawl your site to get the data, and it's probably not economically feasible to crawl every site 100 times a day looking for new posts simply to mitigate a rare issue. Most website owners don't steal content because they don't want to get DMCA'd or sued.

If somebody is doing this to you, then simply force index your posts in WMT immediately after posting them.
 
Yes, it happens. If that site is active and has good authority than your site, There is chance to be indexed first and rank. First contact them to remove your content or gather your evidence and give DMCA complaint. Always be ensured that your original content index as soon as possible.
 
For the same reason, I keep CS enabled at my website and i get intimation as soon as someone copies it. Most of the time, they remove the content with in one contact. Also these guys are some junk websites who copies your content, so they always comes under omitted result. No authority website will copy will content and will rank above you

It is relatively smart. In fact it consider that the more authoritative site, is the one with the original content.
So for example, if you post and a newspaper copy your post straight away, Google will think YOU are the one that is copying the newspaper, and will, not only give you a bad rating, but also, may remove your results from the SERPs

Although, you could be going for DMCA complaints and all that. If you face a shitty copy-cat blog it could go well. But if you face a highly authoritative site, things can be a little bit harsher.
 
Prevention is better than cure. Better make sure nobody steals your content. Request for a manual index in GSC.
