Where to find email lists?

I've been searching for e-mail lists and I was wondering if anyone had any inside info on good places to find them. I started looking at Google search results but I realized that wasn't the best way to look for them, so I started using the various file search engines across the Internet and filesharing programs and I've found some lists. However, I'm not seeing the "buy 1 billion e-mails for $99" offers like I saw on a spam information video created by the legendary spammer Spammer X and I'm thinking these have to be somewhere. I've been looking for spammer forums but I've had no luck finding those, so does anyone have any leads? I'd appreciate it very much, thanks!!
