Vote web-site content with one pc, different browser

Voting contest on a web site.
I vote from Google Chrome and give one vote for my friend. Then change ip (have dinamic ip), delete cookies, local cookies and cache (everything) from browser and try to vote - nothing (site says that i already vote). I Try from incognito too - nothing.
Then i change ip, and vote from Mozilla Firefox. I give vote successfully. Try again, change ip delete all from browser and try again (from incognito too) - nothing (says already vote).
Again change ip, try from Internet Explorer and again i give a vote.
When change browser and ip i can give vote.

So what site collect from my pc to know that pc with that browser is already vote with different ip?
I think that site use asp.net voting system.

I try from another pc to vote.
Without change ip i can vote from new browser. If have 3 browsers on one pc, i can give 3 votes without change ip. So, one browser, one vote. But if reinstall browser, cant vote. Strange ...
What can try?

Try with extensions user agent switcher for chrome and random user agent for mozilla firefox. Its not help.

One browser from one pc can give one vote. After 24h can vote again.

Yes, i delete everything with extension, and manual.
Then i reinstall browser , and cant vote.

Dont understand what information site use throw browser from my pc to know that it was me. Never see this.
One browser, one vote. Its not normal.

Try BleachBit software. That sometimes helps with this issue, but not always.

Looks like system is not perfect no matter how much do you describe it anyway. Hopefully, this people will fix it over time and everything will work fine again for so many things I do not understand really. They should change that, write to the support for that matter.

In most of the cases, it is just cookies and ip but you can try incognito mode everytime and switch ip

Most likely they use some fingerprinting technique. But fingerprinting depends on your browser, this is why were able to vote again from another browser.
