Register domain from njal.la or some other private registrar.
Get hosting from off-shore providers who don't care about DMCA.
You can get a VPS, setup RDP, scrape & reupload videos either manually or using a script. Or embed existing video database to your site.

There are several guides on BHW that give fine details about the process. Check marketplace threads where you can find sellers who can create such sites for you for very low prices. Everything depends on your requirements.

I think what most people are really wondering about is if they should host files locally on a rented server (in which case, what server would you go for?) or go for embedded videos through a popular video upload site. But even in that case, don't they end up suspending your uploading accounts after they themselves get copystriked? I'm curious how one would handle a big tube on the legal side through all the files and such. From my knowledge, the safest way is to have the videos hosted externally and blame it all on them, ignoring any DMCA requests on your side.

Guys, you need offshore hosts only if you are using copyright content. Otherwise, normal adult hosts will do the job.
