Check the dimension of the video (I mean width and length, in pixel, not MB or second). 3:2 and 19:6 I think. If the ratio is wrong you also can't upload that video.

you can use a tool like handbrake to save as mp4, it worked for me for a video

are you using old Twitter layout or a new one? If old one, you might have issues with uploading.

hmm got new and old layout? Mine seem new layout

just reconvert the video file using a converter/video editor and it should fix the problem.
