SUppose there is a unique vid with 200k views ranking well, if for some reason it is deleted from youtube, and later I download this same video and upload it first, can the owner of the already deleted video report and delete this video ? or the owner of the vid now I am, cause I uploaded it first (after the deltetion of the unique vid ) ?

Yes he can report the video in question. He owns the copyright, even if the video is no longer on the Internet. He owns the rights for the art work.
but if it was deleted ? and then before I upload there would not be any video liek that at that moment ?
