What is the real limits using manual actions?

I can follow up to 300 people in 1hr.

Same for likes.

So, I wonder what is the limits for trusted accounts if I do manual follow?

well physically you can follow 300 people but its not possible to do, instagram will temporarly block you after 20 follows or so, you can probably up to 400 max

? I didn't understand.

I went from 1400 to 1700 in about 1hr, after that I have noticed a soft block (when I follow someone, its not counted).

instagram uses different degrees of blocking you should understand that showing abnormal activity in a short period of time can even lead to the loss of your account
they fight for stable activity throughout the day
