After posting 15 posts you will become Newbie+. From there you can send PM. I hope you need to read the Newbee guide for more info.

Replace writeusernamehere with anyone you want to send PM to

I believe you have to get at least 15 posts and then you click on the profile you want to PM. There should be an option for you to PM or start a conversion with a user.

It could take up to few hours after the 15th post for your account to be updated with the new permissions by the system.

You need to season your new account for a while. Write 15 posts and wait a few hours or buy VIP/premium membership. There's a thread called "newbie guide". Go thru it.
