Does This Outbond Link Scheme Hurt SEO?

everyone know that relevant outbond link can make post rank higher on serp. even my rank jump from rank 14 to rank 1 snippet using outbond link and good formatting.

the question is, if i have 40 articles and all of them link to ""one" url only" as the refference, can it be determined as spamming, can it hurt my SEO?
 
It won't look very natural it will look like you have built that site as a pbn for the site you are linking out to. I can't say if it will or won't be punished though.
 
It's possible to link to the site that has deindexed for breaching Google's T and C's may harm your site.

It doesn't hurt your SEO.

If you have an article you really want to rank on a site, it's best to add it to your main menu as the first listing. In my experience this seemed to tell Google how valuable a page it is and tends to rank it favourably.
 
That's gonna look like a sitewide link and it usually raises flags because it matches the pattern of fake purchased sitewide links.
