Will invest $1000 each in SEO, affiliate marketing and business. Split the budget over 3-6 months period and wait for them to grow.
 
If you can assess domains and traffic I'd invest it in an established site making money through ads and continue to grow it.

If you get a site making $200 per month you will have your money back in 15 months or less depending on how you manage it.
 
Short Alibaba group because of the coronavirus. They will have massive delivery and production supply problems.

I've recently invested ~$3k on buying an existing website that is making ~$100/m through Amazon affiliate and I'm working to build it up, with a goal of getting it closer to $500/m over the next year or so.

An alternative approach that could work is to buy a decent expired domain (let's say $100 for the hell of it), pay someone to create a basic Amazon affiliate site on that domain ($400), spend $1k on high-quality content. Then spend some time building up the site yourself learning all you need to know about running it. This then leaves you $1.5k to build a new one from scratch when you have learned from your mistakes from the first one.

Ultimately it will all boil down to how much you know and what your goals are. I will say though, unless you're willing to chuck some serious dough you will need to learn how to do things like link building, outreach, content writing for yourself and personally I feel learning to do this for yourself will pay dividends in the long run.

On the doing it yourself part, @Satal is bang on the money.

Learn the process for everything by doing it first because if you do eventually start outsourcing you'll have an idea of how well your work and tasks are being performed.

You could hire someone who is actually harming your business but wouldn't know.

What happens if the arse drops out of it though suddenly?

I'd definitely focus on something that will pay you a bit back over the next few months.
