I just found this article on searchenginejournal.com about a reply from Google’s John Mueller in response to a Redditor asking about whether hreflang attributes can be used in anchor tags.

How can you trust someone who is a professional lier and answering the same question in different contradicting ways? In fact, he's been asked about that many times in google hangout and each time he gives a different vague answer.
