Which hosting you have? You have access to cpanel or using some hosting special wordpress hosting ..for example namecheap wordpress hosting doesnt allow some specific plugin..
With cpanel you can try directly uploading using ftp

I'm using exactly namecheap

In namecheap if you are using shared hosting or wp hosting.. if you are using their wordpress then probabily you cannot upload because of their own cache system..

You can upload it via cPanel...File manager----wp content/plugins...

try with cpanel , sometimes i get this and with cpanel works fine for me .
