Legit method? Or illegal?

I've been in marketing and the sales business for years and this whole 180 days return policy is more of a safety net for sellers.
You'd be surprised but most sellers who offer this policy do so in the hopes of you forgetting, and by deterring scammers.
Say for example, someone is selling a digital product and a "scammer" decides to purchase it with the purpose of refunding it and keeping the product. If it was a 2 week refund policy or a 30 day policy, the scammer in question would keep it fresh in their minds to get a refund immediately within this time period.
A 180 days policy however is more of a deterrent because now the person would think "I have 6 months to get a refund so I can keep the product and make use of it, and get a refund later". I've had less customers refunding online products/services with a 180 day policy than a 30 day refund policy.
Same thing applies with this I'm assuming but I could be wrong as this is a physical product and has different intentions.

You clearly don't know the purpose from flea markets do you? I can sell it as my 'trash' or selfmade items.. It isn't directly tax fraud or something. So no worries about this.
Not sure how the tax rules are where you are from but in my country you can earn uptil an specific amount (in my country this is 6.130 euro/year) without paying taxes for that as private person.
The method in the OP didn't state that you have to evade taxes or anything other illegal. So actually I don't have an answer on my question why the police would bust me

You answered your own question. You can sell your things in the flea market of course. However if you set up a shop every day there it WILL be noticed. Your financed WILL be checked. And yes your inventory can be seized, because you obviously run a business, and not sell your old stuff as a "private person". Flea markets are usually not daily, at least not the same market on the same location (where I live).
Beside that, if you would do this daily and you'll give up your income for taxes there aren't any problems. On the other side; If you're planning to do it on a more consistent base you can register as a business. I still don't see any illegal stuff in doing this as the method mentioned never stated you should avoid taxes or any other laws.

This method is kind of unethical but that’s not the problem I have with it the problem is that you just told everyone on here what you were doing or what you plan to do and to me that is a problem.
I think that is vastly more likely to happen. A few and it will go unnoticed or Etsy will turn a blind eye to it. But eventually, someone will massively overbuy or have a really poor idea of what will sell and try a mass return. That will almost certainly get attention and a reaction. Then it will suck for the sellers who got returns and the buyers who were too late in trying to return.

I don't understand people who use the excuse that it is blackhat forum and any shitty activity is ok. Believe me or not, there is a difference between manipulating social networks/search engines or tricking kids into completing CPA offers and basically stealing from other people who are trying to make income.

It’s not robbing if the person is quite literally following a policy all parties have agreed to, once the product is purchased you can do whatever you damn well please with it and get your refund just as you please too. To me that somewhat sounds like a loophole so fits the bill for being a blackhat method.
I’m not saying it’s morally right but it’s by no means illegal and wrong in accordance with the law, probably no worse than what bigger corporations do to everyone else.
