advertising directly to customers using Customer match

Hi,
I'm advertising on Google ads for a legit brand.
I have a list of 500K potential clients to target them using customer match.

They are not my clients - could it be risky?
*I use different google ads account for this job

1) Somone here tried this before?
2) if its risky, what should I do to protect my agency account, clients domain and client credit card to not get suspended?

I'm up to pay some money for an advice here
 
Even though they are targeted for your business - they are not opt-in for your campaign as you most likely know.
That is against GDPR and i'm sure the algo sense the smell from far away.

Most probably there are some black hat trick you could do to verify your list as opt-in with google, but it's definitely risky if they start to complaint about it. Then Google will make sure that you have done your last legal advertising.

In my country there is no GDPR law yet.
If somone femiliar with such black hat trick I would like to know - or a reference to place which i can find it.
