Tier 2 - Contextual links(pointing to tier 1,user generated content can be used but no SPAM)
Tier 3 - Spammy links(pointing to tier 2, as many as possible to index the tier2 links)

This is just a basic link building strategy, i tried it many times and works like a charm, if your keywords are low competition expect some ranking boosts after some time.

Why?

Well, I think the days of web 2.0s are over. I love them but they don't give enough fire power to compete even for medium competitive keywords. They are good for foundation and diversity. You can also try to rank low competition keywords with them. In the past, I had success with them but keywords were extremely low competitive.

I use expired web 2.0 accounts or create my own web 2.0 as tier 2 and point them to those tier 1. i then use url shortners for those newly created web 2.0 and sometimes I use GSA to blast those URL shortners

An backlink that is placed inside an article/guest post/directories and such platforms that require an article. Most of the time i use generated readable content on this tier.
