4G Proxies

I can get multiple cell phones lines to a very low cost, and I was wondering if anybody made it's own proxy network based on their own phones. I have my VPS in USA while Cell phones are in another country. I was looking on this forum but was unable to find out anything similar set or instructions or how-to.

I was thinking in connect those phones to a router with multiple WAN entries via USB cable-RJ45 jacks, but I'm getting blind in how then I get a static IP to where I connect to this pool remotely and how does this pool will assign rotating IPs to the remote connections... I'm the only one who is going to connect to this "network".

I don't understand what you want to do. Why do you need the USA VPS?

I use the VPS to bot IG accounts, this are in USA.

There are multiple ways to reach what you want.

If you have not too much Modems (Phones), on a old PC with Linux you can setup a simple Routing (send outgoing traffic over your Modems) for your case this would be the most simple solution, you can even add rate limits, measure usage or whatver you need.
Regarding the assign of Rotating IP's you don't need take much care 95% of all Carrier are using a Proxy and have a limited Pool of IP's for 4G and will assign on every new Session a different IP. Aside of this if you want force a new IP you can reconnect to the Network, you only need to send the defined AT command to your Modem (Phone) thats all.

I don't know how to do that, I was thinking in connect the 8 phones to the multiple wan of the router and then remotely connect to it via no-ip or something like that, and make the router balance the charge, but not sure if this is going to work either, never done something similar

Yes, that's another option, my problem is that I do not understand how can I connect externally to the Raspberry (in this case) and make it work as a proxy. I need that a remote VPS connect to the Rasperry and then use any of the dynamic LTE IPs as proxy, nor know how to set Squid for dynamic IPs, but that's easier I think.
