Well said and thought out.The only way I know of a GMB being unlisted is due to a manual review from a local guide that has visited that location in person. They call to verify business details and if they aren't satisfied that it is a real business servicing people out of an office then they mark it for G.
The local guides that go around doing audits are few and far between. It comes down to chance, if the GMB name is very spammy, those are generally seen as low hanging fruit and are the first to go; however, if the GMB name you are referring looks like any other business they will often pass as there is so much other trash listings.
The best thing you can do is report the GMB from +20 local guide accounts and hope it triggers a manual audit.

what do you mean the "locked" ?? there is only CLOSE as far as I know....what is the way to change a category to a "locked" one? is it a matter of trust from the local guides?
Local guide have the powers to change the category website name and much more. But due to Google updates some changes are there. Now changes can be suggested by local guide but approval depend on Google.what about changing a category? would it be better that a local guide suggest it or through the dashboard?
The level of local guide is not a much concern. But the profile must be from the same area. Local guide of level 8 from UK wont help in changing category of business in USA.Thanks,
