Everything is good business, just try to look for some "first consumers" and it'll be easy...
E.g. research for forums on google where android devs hangout - then ask them if they would use your service if you launch it...
Many forums have marketplaces (like BHW so get involved in community - play by rules and start your service)

What does keyword installs mean?
That is an incentive install you buy, when the person uses the keyword you rank for in search to install your app.

I do not have an idea about that.
Neither do I. I make installs in 11 regions and know my competitors more or less, but have no idea how to research the market in Brazil.
Hi, I promote apps with keyword installs to put them in the top of Google Play and App Store search. It makes the app visible for the organic users so they install it.
One install costs 0.15$ for brasil, but how many installs you need to be 1-st in the search depends on your app niche.

The main problem with incentive installs is, the users will start uninstalling immediately or after few days which will affect the ranking of the app.
You are right. When you buy a lot of direct installs, like 10000 installs for your app with 5000 installs only, that will be the result. You will fall down the ranks, sure. But when you promote with 20-25 keyword installs per day, you get the rank you need and organic users from this rank as well. In my practice, when you combine UA and Keyword (NOT direct) installs, it works.

Approach mobile ad networks and looking at their Publisher aspect of their business.
Then you will get their CPA / CPI offers you can promote.
If you have an app you can implement that within or you can even do it from a web to promote.
It will only make sense to do it if you have traffic.
and most do not allow incent traffic, so not as easy, unless you have traffic as mentioned and yes could be a very good business.
