Recently got banned from Etsy. I can create new paypal and new bank account but i want to cover my a$$ on Etsy, what VPN to buy? What should i do before i create a new account? Please help.

Restart your modem / router and your IP will change if it isn't static. After that maybe register the accounts using your phone this time instead if you used your PC previously. Use a VPN called TurboVPN on your phone before you register. Also use a different browser instead of the browser you usually use on your phone either cus it might be signed in with your gmail if you're using Chrome or it will have cookies / cache on your phone that will detect you as the same user creating another account.

Thanks for your reply, is there a VPN that shows a different browser? Because i think i sign in to Etsy with both my 3 browsers (firefox opera chrome)

Is there a paid VPN that makes your job easier? I dont mind to pay.

VPNs don't do that. If you're using an android device, go to your settings > apps > click on "Chrome, Firefox" whatever browser you're using and then click on storage and click clear cache. If there are 2 options, clear both. This should remove your cache, cookies and whatever has been saved into your phone from the browser.
