if web2.0 is not indexed will it pass link juice to money site?
 
oh... come on... how can a link pass any link juice if search engines don't know about it?
build some tier 2 links to a link or use indexing service.
 
Google can fix a backlink to your site, even if the page that has the backlink is not in the index. But to do this, this page must visit the bot Google, at least once.

But as a rule, the page where there is a backlink should also be in the index.

Use indexing service like speed-link or build T2 links to that.
Need to let Google to crawl (and index) the link to pass link juice in principle.

How do you explain this: I have a couple of 2.0 links that aren't indexed but do show up in GSC. So obviously google somehow picked them. The question is do they pass any link power?
 
If the Web 2.0 Provides you Do Follow Link then sure you can the link juice from those web 2.0 domain.

The web 2.0 has already high domain authority, page authority and high page rank. This three combination will help you to pass some link juice for your website.
