No mate, You need to index the your web 2.0 site. After indexation it will be pass link juice to money site.
How do you explain this: I have a couple of 2.0 links that aren't indexed but do show up in GSC. So obviously google somehow picked them. The question is do they pass any link power?

If the Web 2.0 Provides you Do Follow Link then sure you can the link juice from those web 2.0 domain.
