If I am shown action blocked what does it mean?

It means you performed too many actions (following, unfollowing, DMing, liking), and they're going to restrict you from doing that for a certain amount of time, so you understand you shouldn't abuse their platform.

It means that you have done something on Instagram for example too much liking, commenting, ... that instagram blocked your account to stop doing that. After awhile your account will be good.
