Tiered Link Building In 2019-2020

Hi friends,
What are your thoughts on on tired link building in upcoming and ongoing days.?
I have seen the power of PBNs but i am totally newbiew in tiered link building. Never tried that. Have no knolwedge. Is it worth or i should leave it?
Let's use this thread as a discussion so newbiew can see all point of views and can rely on what works and can skip the old golden shit!

best pbn are normal websites built good with a very strong old domian .
you dont need to hide the pbn just build them strong with a good domain and strong backlinks , that a new way .

if hide the pbn it class as the old way .

Not to your PBN. Leave your PBN alone. Create some 2.0 properties like medium and tier there and from there.

Sorry to change the subject but how long does tierd link building take to flow link juice? Is it the same as obtaining a normal link?

tier 2-3 - must have.
The vast majority of the pbn that I have ordered here in the forum are very badly indexed if there are no tier 2-3 links
