I created some high quality video pins and they reached much more people than standard image pins and I also got some shares.

However the percentage of people that actually visited the url is pretty low even if I placed a call to action in the pin and description.

Yeah, like Fenix already said to you, that's good CTR on Pinterest. Most of the people don't get that high on videos.
Your only goal now should be to get more views on those pins.
