I've been found out on semrush for 72 KW now at 50 and still decreasing probably.I don't get how everyone jumps to the conclusion that the PBN links are shit, I don't think shitty PBN links could cause such an effect , if it's shitty it is most likely ignored or worst you will see an unnatural links penalty in your search console ( You probably haven't, even so, don't worry it's not the end of the world if you have duly noted the PBN links you bought in GSC, you can always disavow later and submit a reconsideration ).
The bad content you mentioned only comes to play when you are manually penalized, I doubt the ML in algorithmic penalties is that smart to recognize relevancy or not.
Could it be just a rank transition? There is actually patent out there that states the Big G might try to F*ck with you for awhile if it suspects you are link building randomly increasing or decreasing your rank to see whether you make changes in panic, I would wait it out about 2-3 weeks to see what really happens. Sometimes my sites dropped for a while when I point low authority PBNs ( drop by 50 positions + ) before returning to the original or higher.
It could also be over-optimization since you mentioned you are going for target keywords. ( Your anchor ratios are still not good enough, go much much lower if you are pointing to your homepage ). If it doesn't rise after 2-3 weeks then your best bet would be to diversify your anchors further instead of removing your links.

I agree with the crawling part - the sooner Google did it, the sooner you can get your ranking back.
The second part depends of how annoying/retard the seller was. I mean shits happen, but if he remove the links and refund me I wont go to expose his network to Google by disavow-ing bulk of his PBNs (thats how Wolf network get burned according to his own words). However if the seller is an asshole - oh yes I will do that in an instant.
Of course Google is not manually reviewing ALL disavowed sites. Most likely certain conditions have to be met, to trigger the manual review.Its not confirmed that Google manually reviews sites that are disavowed (and then deindexes them).
If I was Google and I wanted to strike fear into PBN buyers, I'd buy into a popular, lower risk network through a number of purchases, work out which sites newly link to you, and reverse engineer other clients of that PBN and the sites that link to them.
After that event, the BHW is much more cautious about using PBNs.
